บทคัดย่อภาษาไทย

วิทยานิพนธ์นี้มีวัตถุประสงค์ ดังนี้ 1) เพื่อศึกษาระดับบทบาทนักการเมืองท้องถิ่นในการพัฒนาชุมชนขององค์การบริหารส่วนตำบลบ้านกลาง อำเภอสอง จังหวัดแพร่ 2) เพื่อศึกษาความสัมพันธ์ระหว่าง หลักสังคหวัตถุ 4 กับบทบาทนักการเมืองท้องถิ่นในการพัฒนาชุมชนขององค์การบริหารส่วนตำบลบ้านกลาง อำเภอสอง จังหวัดแพร่ และ 3) เพื่อนำเสนอแนวทางการบูรณาการหลักธรรมทางพระพุทธศาสนาเพื่อส่งเสริมบทบาทของนักการเมืองท้องถิ่นในการพัฒนาชุมชนขององค์การบริหารส่วนตำบลบ้านกลาง อำเภอสอง จังหวัดแพร่ วิธีดำเนินการวิจัยเป็นการวิจัยแบบผสานวิธี โดยการวิจัยเชิงปริมาณ คือ ประชากรที่มีอายุ 18 ปีบริบูรณ์ในเขตพื้นที่องค์การบริหารส่วนตำบลบ้านกลาง โดยใช้วิธีการสุ่มตัวอย่างจากสูตรของ ทาโร่ ยามาเน่ จำนวน 354 คน วิเคราะห์ข้อมูลด้วยการหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และวิเคราะห์ความสัมพันธ์โดยใช้วิธีการหาค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน และการวิจัยเชิงคุณภาพ ใช้การสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญจำนวน 10 รูปหรือคน ใช้เทคนิคการวิเคราะห์เนื้อหาประกอบบริบท นำเสนอเป็นความเรียงประกอบตารางแจกแจงความถี่ของผู้ให้ข้อมูลสำคัญ เพื่อสนับสนุนข้อมูลเชิงปริมาณ

ผลการวิจัยพบว่า

1. หลักสังคหวัตถุ 4 กับบทบาทนักการเมืองท้องถิ่นในการพัฒนาชุมชนขององค์การบริหารส่วนตำบลบ้านกลาง อำเภอสอง จังหวัดแพร่ โดยภาพรวม อยู่ในระดับปานกลาง (X= 3.50) และระดับบทบาทนักการเมืองท้องถิ่นในการพัฒนาชุมชน ขององค์การบริหารส่วนตำบลบ้านกลาง อำเภอสอง จังหวัดแพร่ โดยภาพรวมอยู่ในระดับมาก (X= 3.58)

2. ความสัมพันธ์ระหว่างหลักสังคหวัตถุ 4 กับบทบาทนักการเมืองท้องถิ่นในการพัฒนาชุมชนขององค์การบริหารส่วนตำบลบ้านกลาง อำเภอสอง จังหวัดแพร่ โดยภาพรวม มีความสัมพันธ์เชิงบวกในระดับสูงมาก (r = .926) จากการทดสอบสมมติฐาน พบว่า หลักสังคหวัตถุ 4 กับบทบาทนักการเมืองท้องถิ่นในการพัฒนาชุมชนขององค์การบริหารส่วนตำบลบ้านกลาง อำเภอสอง จังหวัดแพร่ มีความสัมพันธ์ในเชิงบวกอย่าง มีนัยสำคัญทางสถิติที่ระดับ 0.01 จึงยอมรับสมมติฐาน

3. การบูรณาการหลักธรรมทางพระพุทธศาสนาเพื่อส่งเสริมบทบาทของนักการเมืองท้องถิ่นในการพัฒนาชุมชนขององค์การบริหารส่วนตำบลบ้านกลาง อำเภอสอง จังหวัดแพร่ ควรดำเนินการตามหลักสังคหวัตถุ 4 อันประกอบด้วย 1) ทาน นักการเมืองท้องถิ่นควรเป็นผู้มีจิตอาสา  มีความพร้อมช่วยเหลือเกื้อกูล ในการพัฒนาชุมชนทุกพื้นที่ของชุมชน 2) ปิยวาจา นักการเมืองท้องถิ่นควรใช้คำพูดสุภาพเป็นประโยชน์น่าฟัง น่าเชื่อถือ เพื่อสร้างความสัมพันธ์ต่อประชาชนในการพัฒนาชุมชน 3) อัตถจริยา นักการเมืองท้องถิ่นควรประพฤติตน เป็นแบบอย่างที่ดีจริงใจ สุจริตซื่อตรง อุทิศตนให้กับสังคมในการพัฒนาชุมชน 4) สมานัตตา นักการเมืองท้องถิ่นควรมีความรับผิดชอบต่อหน้าที่ตนเอง มีความเป็นธรรมสร้างความสัมพันธ์อันดีระหว่างชุมชนกับองค์กรอย่างสม่ำเสมอ

บทคัดย่อภาษาอังกฤษ

Objectives of this thesis were: 1) To study the role of local politicians in community development at Ban Klang Sub-District Administrative Organization, Song District, Phrae Province. 2)To study the relationship between Saṇgahavatthu 4 principle and the role of local politicians in community development at Ban Klang Sub-District Administrative Organization, Song District, Phrae Province. And 3) To propose guidelines for integrating Buddhist principles to promote the role of local politicians in the organization's community development at Ban Klang Sub-District Administrative Organization, Song District, Phrae Province, conducted by the mixed research methods. The quantitative research, data were collected from 354 samples who were 18 years old and over living at Ban Klang Subdistrict Administrative Organization using a random sampling method from Taro Yamane's formula. Data were analyzed by finding frequency, percentage, mean, and standard deviation. and analyze the relationship by using the Pearson correlation coefficient method. The qualitative research, data were collected by In-depth interviewing 10 key informants, analyzed by using content analysis techniques to complement the context and presented in an essay accompanied by a frequency distribution table of key informants. to support quantitative data.

Findings were as follows:

1. Principles of Saṇgahavatthu 4 and the role of local politicians in community development at the Ban Klang Sub-District Administrative Organization, Song District, Phrae Province,by overall was at a moderate level (X= 3.50) and the level of the role of local politicians in community development at Ban Klang Sub-District Administrative Organization, Song District, Phrae Province, by overall was at a high level (X= 3.58)

2. The correlation between Saṇgahavatthu 4 and the role of local politicians in the community development at Ban Klang Sub-District Administrative Organization, by overall, was at very high level of positive correlation (r = 0.926) Based on hypothesis tests, it was found that Saṇgahavatthu 4 and the role of local politicians in the community development at Ban Klang Sub-District Administrative Organization, Song District, Phrae Province were at statistically significant level of positive correlation at 0.01, thus accepting the set hypothesis.

3. Integration of Buddhist principles to promote the role of local politicians in community development at the Ban Klang Sub-District Administrative Organization, Song District, Phrae Province should be carried out according to the 4 principles of Sangha Vatthu, consisting of 1) Dāna, giving, sharing; Local politicians should have volunteer mind, helping others in community development in all areas of communities. 2) Piyavāca, kindly speech; Local politician Should have skills in communicating, motivating people to agree in community development . 3) Atthacariyā, useful conduct; Local politicians should act as an example in performing their duties. to be accepted in community development. 4) Samānattatā, equal treatment; Local politicians should learn new skills, approve and lead to community development.
