บทคัดย่อภาษาไทย

วิทยานิพนธ์นี้มีวัตถุประสงค์ ดังนี้ 1) เพื่อศึกษาระดับภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารท้องถิ่นในการพัฒนาชุมชนองค์การบริหารส่วนตำบลพลงตาเอี่ยม อำเภอวังจันทร์ จังหวัดระยอง 2) เพื่อศึกษาความสัมพันธ์ระหว่างหลักพุทธธรรมกับภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารท้องถิ่นในการพัฒนาชุมชนองค์การบริหารส่วนตำบลพลงตาเอี่ยม อำเภอวังจันทร์ จังหวัดระยอง 3) เพื่อนำเสนอแนวทางแนวทางการประยุกต์หลักพุทธธรรมเพื่อพัฒนาภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารท้องถิ่นในการพัฒนาชุมชนองค์การบริหารส่วนตำบลพลงตาเอี่ยม อำเภอวังจันทร์ จังหวัดระยอง การศึกษาวิจัยครั้งนี้ ดำเนินการวิจัยแบบผสานวิธี คือ การวิจัยเชิงปริมาณ ใช้วิธีการแจกแบบสอบถาม กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ประชาชนที่อาศัยในพื้นที่ความรับผิดชอบขององค์การบริหารส่วนตำบลพลงตาเอี่ยม ที่มีอายุตั้งแต่ 18 ปีบริบูรณ์ขึ้นไป โดยใช้วิธีการสุ่มตัวอย่างจากสูตรของ ทาโร่ ยามาเน่ (Taro Yamane) ได้กลุ่มตัวอย่างจำนวน 369 คน จากจำนวนประชากรทั้งหมด 4,725 คน วิเคราะห์ข้อมูลด้วยการหาความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และวิเคราะห์ความสัมพันธ์ระหว่างหลักปาปณิกธรรมกับการพัฒนาภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารท้องถิ่นในการพัฒนาชุมชนองค์การบริหารส่วนตำบลพลงตาเอี่ยม อำเภอวังจันทร์ จังหวัดระยอง โดยใช้วิธีการหาค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน (Pearson’s Product Moment Correlation Coefficient) และการวิจัยเชิงคุณภาพ โดยวิธีการสัมภาษณ์เชิงลึก กับผู้ให้ข้อมูลสำคัญ (Key Informants) จำนวน 12 รูปหรือคน และใช้เทคนิคการวิเคราะห์เนื้อหา (Content Analysis Technique) ประกอบบริบท (Context) นำเสนอเป็นความเรียงประกอบตารางแจกแจงความถี่ของผู้ให้ข้อมูลสำคัญเพื่อสนับสนุนข้อมูลเชิงปริมาณ

ผลการวิจัยพบว่า

             1. ระดับภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารท้องถิ่นในการพัฒนาชุมชนองค์การบริหารส่วนตำบลพลงตาเอี่ยม อำเภอวังจันทร์ จังหวัดระยอง จำแนกเป็น 1) การประยุกต์หลักพุทธธรรมเพื่อพัฒนาภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารท้องถิ่นในการพัฒนาชุมชนองค์การบริหารส่วนตำบลพลงตาเอี่ยม อำเภอวังจันทร์ จังหวัดระยอง โดยภาพรวม อยู่ในระดับ มาก (X= 4.03) 2) การพัฒนาภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารท้องถิ่นในการพัฒนาชุมชนองค์การบริหารส่วนตำบลพลงตาเอี่ยม อำเภอวังจันทร์ จังหวัดระยอง โดยภาพรวม อยู่ในระดับ มาก (X= 4.07)

             2. เพื่อศึกษาความสัมพันธ์ระหว่างหลักพุทธธรรมกับภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารท้องถิ่นในการพัฒนาชุมชนองค์การบริหารส่วนตำบลพลงตาเอี่ยม อำเภอวังจันทร์ จังหวัดระยอง มีความสัมพันธ์เชิงบวกในระดับค่อนข้างสูง (r = .678) อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 จึงยอมรับสมมติฐาน มีผลเชิงบวกระดับความสัมพันธ์ค่อนข้างสูง จึงยอมรับสมมติฐาน

     3. เพื่อนำเสนอแนวทางแนวทางการประยุกต์หลักพุทธธรรมเพื่อพัฒนาภาวะผู้นำ

เชิงสร้างสรรค์ของผู้บริหารท้องถิ่นในการพัฒนาชุมชนองค์การบริหารส่วนตำบลพลงตาเอี่ยม อำเภอวังจันทร์ จังหวัดระยอง พบว่า การเข้าถึงประชาชนที่กล้าแสดงความคิดเชิงสร้างสรรค์ เนื่องจากพื้นที่ต้องมีการประกอบอาชีพในการดำเนินชีวิต ทำให้ประชาชนเหล่านั้นไม่ได้อาศัยประจำหรือไม่มีเวลามากพอในการแสดงความคิดเห็นที่เป็นประโยชน์ต่อการพัฒนาอย่างสร้างสรรค์ อีกทั้งข้อจำกัดทางพื้นที่ที่มีลักษณะเฉพาะที่ยากต่อการพัฒนา ปรับประยุกต์ให้มีความสร้างสรรค์ และความคิดเห็นที่หลากหลายในการนำเสนอเพื่อพัฒนาที่ล้วนมีส่วนสำคัญที่ต้องดำเนินการในการพัฒนาพื้นที่เชิงสร้างสรรค์ ข้อเสนอแนะ พบว่า ควรมีการจัดกิจกรรมหรือจัดพื้นที่สำหรับประชาชนในการแสดงความคิดเห็นต่อการพัฒนาพื้นที่สร้างสรรค์ตามโอกาสที่เหมาะสมต่าง ๆ เพื่อจะได้รวบรวมข้อคิดเห็นและนำมาเป็นฐานข้อมูลในการนำมาใช้ประโยชน์ต่อไป และผู้ที่มีส่วนรับผิดชอบในการดำเนินการพัฒนาพื้นที่ต้องเป็นผู้นำในการเข้าถึงพื้นที่ที่มีลักษณะเฉพาะที่มีความเหมาะสม

บทคัดย่อภาษาอังกฤษ

Objectives of this thesis were as follows: 1) To study the level of creative leadership of local administrators in the community development of Plong Ta Iam Sub-District Administrative Organization, Wang Chan District, Rayong Province. 2) To study the relationship between Buddha-dharma and creative leadership of local administrators in communities development of the Phlong Ta Iam Sub-District Administrative Organization, Wang Chan District, Rayong Province. 3) To present guidelines for applying Buddha-dhamma to develop creative leadership of local administrators in community development of Plong Ta Iam Sub-District Administrative Organization, Wang Chan District, Rayong Province, conducted by the mixed methods. The quantitative research, data were collected using the questionnaire to collect data from 396 samples, derived from the populations of 4,725 people who were 18 years old and older living at Plongta-Iam Sub-District Administrative Organization using the sampling method from Taro Yamane's formula, analyzed the data by frequency, percentage, mean, standard deviation and analyzed the relationship between the Pāpaṇika-dhamma   and the creative leadership development of local administrators in the community development at the Phlong Ta Iam Sub-District Administrative Organization. Wang Chan District, Rayong Province and analyzed by using Pearson’s Product Moment Correlation Coefficient. The qualitative research, data were collected by in-depth interviewing 12 key informants and and analyzed by content descriptive analysis technique and presented as an essay with a table of frequency breakdowns of key informants to support quantitative data.

Findings were as follows:

             1.  Creative Leadership Level of local administrators in community development of Plong Ta Iam Sub-District Administrative Organization, Wang Chan District, Rayong Province was classified as: 1) Application of Buddha-dharma to develop creative leadership of local administrators in community development of Phlong Ta Iam Sub-District Administrative Organization, Wang Chan District, Rayong Province, by Overall, was at high level (X= 4.03). 2) Development of creative leadership of local administrators in communities development of Plong Ta Iam Sub-District Administrative Organization, Wang Chan District, Rayong Province, by overall, was at high level (X= 4.07).

             2. To study the relationship between Buddha-dhamma and creative leadership of local administrators in the communities development at Phlong Ta Iam Subdistrict Administrative Organization, Wang Chan District, Rayong Province:  There was a fairly high level of positive correlation (r = .678), with statistically significant level of 0.01, the level of correlation was relatively high, thus, the set hypothesis was accepted.

             3. To propose guidelines for applying Buddha-dhamma to develop creative leadership of local administrators in communities development of Plong Ta Iam Sub-District Administrative Organization, Wang Chan District, Rayong Province was found that reaching people who dare to express their creative ideas because the area required livelihood. As a result, those citizens did not live regularly or did not have enough time to express their opinions that were useful for constructive development. Also, spatial constraints with unique characteristics that were difficult to develop. Adapting creativity and diverse opinions in presentations for development all played an important role in the development of creative spaces.  Suggestion was found that activities or spaces should be provided for the public to express their opinions on the development of creative spaces on appropriate occasions so that opinions can be gathered and used as a database for further use. Those who were responsible for space development should be leaders who access to the specific and appropriate areas.
