บทคัดย่อภาษาไทย

การวิจัยครั้งนี้ มีวัตถุประสงค์ของการวิจัย คือ (1) เพื่อศึกษาการสร้างจิตสำนึกเชิงพุทธในการจัดการป่าชุมชนต้นแบบ (2) เพื่อศึกษาการสร้างจิตสำนึกเชิงพุทธในการจัดการป่าชุมชนต้นแบบ อำเภอกู่แก้ว จังหวัดอุดรธานี (3) เพื่อศึกษาวิเคราะห์กระบวนการสร้างจิตสำนึกเชิงพุทธในการจัดการป่าชุมชนต้นแบบ อำเภอกู่แก้ว จังหวัดอุดรธานี เป็นการวิจัยเชิงคุณภาพ โดยการศึกษาข้อมูลด้านเอกสาร งานวิจัยที่เกี่ยวข้อง เก็บข้อมูลโดยใช้แบบสัมภาษณ์ แล้ววิเคราะห์ข้อมูลจากการสัมภาษณ์ สนทนากลุ่ม มีผู้ให้ข้อมูลสำคัญ จำนวน 50 รูป/คน นำเสนอข้อมูลเชิงพรรณนาวิเคราะห์ ผลการวิจัยพบว่า

การสร้างจิตสำนึกเชิงพุทธในการจัดการป่าชุมชนต้นแบบ มี 2 แบบ คือ 1. แบบเดิม เป็นการจัดการอนุรักษ์ พิทักษ์ป่าชุมชนที่ดำเนินการด้วยองค์ความรู้ ภูมิปัญญา ความเชื่อ ความศรัทธา กฎกติกาที่สืบทอดกันมาเป็นประเพณีตั้งแต่อดีต คือ การเซ็นไหว้ผีปู่ตา การเซ็นไหว้ผีป่า ส่งผลให้เกิดการพิทักษ์รักษาพื้นที่ป่าชุมชนสืบทอดต่อมาได้ และ 2. แบบใหม่ เป็นการจัดการอนุรักษา พิทักษ์ป่าชุมชนที่มีหน่วยงานภาครัฐ โดยกรมป่าไม้ เปิดโอกาสให้ชุมชนเข้ามาเป็นเจ้าของ และจัดการป่าชุมชนด้วยตนเอง และทำงานร่วมกัน โดยภาครัฐจะเป็นผู้กำกับดูแลการจัดการให้เป็นไปตามเกณฑ์มาตรฐาน มีโครงการพัฒนาป่า นำไปสู่การขยายเป็นเครือข่ายป่าชุมชน และร่วมขับเคลื่อนให้เกิด พรบ.ป่าชุมชน เพื่อให้เกิดการทำงานที่เป็นรูปธรรมยิ่งขึ้น

การสร้างจิตสำนึกเชิงพุทธในการจัดการป่าชุมชนต้นแบบ อำเภอกู่แก้ว จังหวัดอุดรธานี พบว่า การสร้างจิตสำนึกเชิงพุทธ ประกอบด้วย พระสงฆ์ ผู้นำชุมชน หน่วยงานภาครัฐ และประชาชน มีส่วนร่วมคือ 1) บทบาทผู้ให้ความรู้ 2) บทบาทผู้สร้างกระบวนการจัดการ 3) บทบาทผู้นำทางภูมิปัญญา 4) บทบาทผู้สร้างเครือข่าย และ 5) บทบาทผู้ประสานสัมพันธ์ โดยแสดงภาวะผู้นำในการจัดการป่าที่ประกอบด้วยภูมิความรู้ ภูมิธรรม และคุณลักษณะภาวะผู้นำเชิงพุทธ ประกอบด้วยสัปปุริธรรม 7 ที่ได้นำหลักพุทธธรรมมาบูรณาการจัดกิจกรรมส่งเสริมให้เกิดจิตสำนึกร่วมในการจัดการอนุรักษ์พิทักษ์ป่าชุมชน คือ 1) การหาจุดร่วม (ทิฏฐิสามัญญตา) คือส่งเสริมให้ชุมชนมีความเห็นร่วมกัน มีความเห็นตรงกัน ในการเห็นถึงประโยชน์ของการจัดการป่าร่วมกัน 2) การมีระเบียบ กฎ กติกาที่คนในชุมชนให้การยอมรับปฏิบัติเสมอกัน (สีลสามัญญตา) คือ มีความประพฤติสุจริต ดีงามตามระเบียบกติกาที่มี เคารพในสิทธิชุมชนเสมอกัน และ 3) การใช้ประโยชน์ร่วมกัน (สาธารณโภคี) คือ ส่งเสริมให้ได้รับประโยชน์อย่างยุติธรรมเสมอกันจากผลที่เกิดจากการอนุรักษ์ พิทักษ์ ฟื้นฟู รักษาป่าชุมชน โดยทุกคนในชุมชนร่วมเป็นเจ้าของป่าชุมชนและการใช้ประโยชน์ร่วมกัน

กระบวนการสร้างจิตสำนึกเชิงพุทธในการจัดการป่าชุมชนต้นแบบ อำเภอกู่แก้ว จังหวัดอุดรธานี มี 5 กระบวนการ ประกอบด้วย (1) กระบวนการให้ความรู้ (2) กระบวนการพัฒนาภาวะผู้นำ (3) กระบวนการส่งเสริมและพัฒนานวัตกรรม (4) กระบวนการสร้างเสริมการมีส่วนร่วม และ (5) กระบวนการสานสัมพันธ์เครือข่ายทางสังคม โดยกระบวนทำงานด้านการสร้างจิตสำนึกร่วมของชุมชน เริ่มจากการหาจุดร่วม มีระเบียบเสมอกัน และใช้ประโยชน์ร่วมกัน คือ ส่งเสริมให้ได้รับประโยชน์อย่างยุติธรรมเสมอกัน เพื่อสร้างจิตสำนึกร่วมในการจัดการป่าชุมชนให้มีผลสมฤทธิ์ที่เป็นรูปธรรมก่อให้เกิดดุลยภาพแห่งการพัฒนาที่ยั่งยืนของการจัดการป่าชุมชน อันจะเป็นประโยชน์ในด้าน ต่าง ๆ คือ 1) ประโยชน์เกิดขึ้นกับตนเอง 2) ประโยชน์เกิดขึ้นกับชุมชน และ 3) ประโยชน์เกิดขึ้นกับการขับเคลื่อนภาระงานทุกอย่างไปสู่ความสำเร็จตามเป้าหมาย ต่อการพัฒนาชุมชนในภาพรวมให้เจริญก้าวหน้าได้อย่างมั่นคงที่สุด

บทคัดย่อภาษาอังกฤษ

The objectives of this research are; (1) to study the cultivation of the Buddhist consciousness in managing the original community forest (2) to study the cultivation of the Buddhist consciousness in managing the original community forest in Kookaew District, Udon Thani Province and (3) to analyze the process for cultivating the Buddhist consciousness in managing the original community forest in Kookaew District, Udon Thani Province. This research is the qualitative research by studying the data from documents, related researches, collecting the data by using the form of interview and then to analyize the data from interviewing, focus group by having the 4o key informants and t report the data with descriptive analysis. The results of this research are found as follows:

The cultivation of Buddhist consciousness in managing the original community forest consists of 2 models, that is, 1. The original model is the management of preserving and protecting the community forest proceeding by the body of knowledge, intelligence. belief, faith, regulation inherited from the past tradition, that is, to sacrifice the ghost, forest ghosts reflecting to protect the community forests for the inheritability and 2. new model is the preservation and protection of the community forest by the state office, that is, the Royal Forest opening the opportunity for the community to possess and to manage the community forests by themselves and to cooperate together with state sector to take of management in order to comply with the standard criterion by having the developmental projects leading to enlarge the community forests and to drive to occurrence of the Community Forest Act in order to work as more concrete.

The cultivation of the Buddhist consciousness in managing the original community forests in Kookaew District, Udon thani Province is found that the Buddhist cultivation of consciousness consists of Buddhist monks, community leaders, the state department and people having participation, that is, 1) the instructors’ roles 2) the processive constructors’ roles for management 3) the roles of intelligent leaders 4) the roles of network creators and 5) the roles of cooperators by expressing the leadership in managing the forests consisting of knowledge, virtues, and the characteristics of the Buddhist leadership composing of Seven Qualities of good man applying the principle of Dhamma for integration in managing the activities in enhancing the cooperated consciousness in preserving and protecting the community forests, that is, 1) to search for center point (Ditthisamannata), that is, to enhance the community to have the same concept or identical concept for the sake of benefits in managing the forests together 2) to be downed with order, regulation, covenant acknowledged by people for practice in the same. Silasamannata is the honest behaviors, goodness in accordance with the regulation and to pay respect for the equal rights of the community and 3) to share the benefits ( Sadharanaphogita) to support to have the equal benefits in justice from the results from the preserving and protecting, rehabilitating and preserving the community forests and to share the benefits for each other.

The process for cultivating the Buddhist consciousness in managing the original community forests in Kookaew District, Udon Thani Province consists of 5 processes, that is, (1) the process of knowledge instruction (2) the process of developing the leaders (3) the process of enhancing and developing an innovations (4) the process of construction of participation and (5) the process of relationship of social network by process of working in the branch of cultivating the consciousness of the community beginning from finding out the center point and to have the equal regulation and to have the same benefits, that is, to enhance to receive the benefits with justice in order to cultivate the consciousness in managing the community forests for achievement as the real concrete resulting in the equivalence in order to cultivate the cooperative consciousness in leading the community to have the achievement to be concrete resulting in the balance of sustainable development of managing the community forests for the benefits in various branches, that is, 1) the benefits for oneself 2) the benefits for community 3) the benefits for transferring all works to achievement in accordance with the purposes to develop the community by the whole to get succeed in advance sustainably.
