บทคัดย่อภาษาไทย

การวิจัยนี้มีวัตถุประสงค์ คือ (1) เพื่อศึกษาการบริหารจัดการสุขภาพตามธรรมนูญสุขภาพพระสงฆ์แห่งชาติของพระสังฆาธิการในตำบลขอนยูง อำเภอกุดจับ จังหวัดอุดรธานี (2) เพื่อศึกษากระบวนการบริหารจัดการสุขภาพตามธรรมนูญสุขภาพพระสงฆ์แห่งชาติของพระสังฆาธิการในตำบลขอนยูง อำเภอกุดจับ จังหวัดอุดรธานี (3) เพื่อเสนอแนวทางการบริหารจัดการสุขภาพตามธรรมนูญสุขภาพพระสงฆ์แห่งชาติของพระสังฆาธิการในตำบลขอนยูง อำเภอกุดจับ จังหวัดอุดรธานี เป็นการวิจัยเชิงคุณภาพ โดยการศึกษาข้อมูลด้านเอกสาร งานวิจัยที่เกี่ยวข้อง แล้ววิเคราะห์ข้อมูลจากการสัมภาษณ์ สนทนากลุ่ม มีผู้ให้ข้อมูลสำคัญ จำนวน 36 รูป/คน นำเสนอข้อมูลเชิงพรรณนาวิเคราะห์ ผลการวิจัยพบว่า

การบริหารจัดการสุขภาพตามธรรมนูญสุขภาพพระสงฆ์แห่งชาติของพระสังฆาธิการในตำบลขอนยูง อำเภอกุดจับ จังหวัดอุดรธานี 1. จุดเด่น วัดและชุมชนเกิดความเข้มแข็งสามารถพัฒนาตนเองได้ตามความต้องการของชุมชน 2. จุดอ่อน บุคคลากรในการทำงานยังขาดความรู้ความเข้าใจในระบบการบริหารจัดการ 3. โอกาส ประชาชนได้มีโอกาสเข้ามาทำงานร่วมกับคณะสงฆ์ ทำให้มีความร่วมมือเพื่อพัฒนา ประชาชน บุคลากรของภาครัฐมีความรู้ได้อย่างมีประสิทธิภาพ ด้วย “บ ว ร” 4. อุปสรรค คือ งบประมาณ การทำงานร่วมกันที่ไม่ต่อเนือง ระบบการทำงานของแต่ละหน่วยงานต่างกัน

กระบวนการบริหารจัดการสุขภาพตามธรรมนูญสุขภาพพระสงฆ์แห่งชาติของพระสังฆาธิการในตำบลขอนยูง อำเภอกุดจับ จังหวัดอุดรธานี มี 7 ด้าน 1) ด้านระบบการบริหาร 2) ด้านกำลังคนด้านสุขภาพ 3) ด้านระบบข้อมูลข่าวสาร 4) ด้านเทคโนโลยีทางการแพทย์ 5) ด้านค่าใช้จ่ายด้านสุขภาพ 6) ด้านภาวะผู้นำและธรรมาภิบาล และ 7) ด้านระบบสุขภาพชุมชน มีระบบการทำงานที่เน้นการสร้างความร่วมมือในการทำงานเป็นทีม มีความสามัคคีร่วมแรงร่วมใจในการทำงานเป็นเครือข่ายร่วมกันทั้งตำบล อำเภอ และในระดับจังหวัด

แนวทางการบริหารจัดการสุขภาพตามธรรมนูญสุขภาพพระสงฆ์แห่งชาติของพระสังฆาธิการในตำบลขอนยูง อำเภอกุดจับ จังหวัดอุดรธานี 1. ด้านระบบการบริหาร กำหนดวางแผนงานเพื่อการบริหารจัดการสุขภาวะ พระสงฆ์เพื่อพัฒนาบุคลากรให้มีความรู้ในระบบการบริหารจัดการของทางคณะสงฆ์ 2.ด้านกำลังคนด้านสุขภาพ มีการวางแผนการพัฒนาด้านสุขภาวะของชุมชนในด้านสุขภาพอนามัยนั้นเป็น ให้ความรู้ด้านสาธารณสุขมูลฐานในการดูแลสุขภาพด้วยตนเองและรักษาได้ทันถ่วงทีในเบื้องต้น 3. ด้านระบบข้อมูลข่าวสาร การวางแผนในการทำงานที่เน้นการกำหนดนโยบายการเก็บข้อมูลสุขภาวะของบุคคลให้มีความสอดคล้องในการจัดเก็บข้อมูลให้เป็นมาตรฐานอันเดียวกัน 4. ด้านเทคโนโลยี คณะสงฆ์จังหวัดอุดรธานีกำหนดนำเอาเทคโนโลยีสารสนเทศเขามามีบทบาท สำคัญต่อพยาบาลมากขึ้นทำให้ช่วยอำนวยความสะดวกในการทำงาน 5.ด้านค่าใช้จ่าย พระสังฆาธิการจัดให้มีการวางแผนการบริหารจัดการในการควบคุมด้าน ค่าใช้จ่ายต่าง ๆ 6. ด้านภาวะผู้นำ พระสังฆาธิการจัดให้มีการอบรมองค์ความรู้ในการจัดการด้านสุขภาพของ พระสงฆ์แบบมีส่วนร่วมระหว่างพระสงฆ์กับหน่วยงานทั้งภาครัฐและภาคเอกชนในการดูแลสุขภาพของพระสงฆ์ 7. ด้านระบบสุขภาพชุมชน มีระบบการทำงานที่เน้นการสร้างความร่วมมือในการทำงานเป็นทีม มีความสามัคคีร่วมแรงร่วมใจในการทำงานเป็นเครือข่ายร่วมกันทั้งตำบล อำเภอและในระดับจังหวัด

บทคัดย่อภาษาอังกฤษ

The purposes of this research are; (1) to study the health management in accordance with the National Sangha Health constitution of the Ecclesiastical Administrative Officers in Khon Yung Subdistrict, Kut Chap District Udon Thani Provine (2) to study the process of the health management in accordance with the National Sangha Health constitution of the Ecclesiastical Administrative Officers in Khon Yung Subdistrict, Kut Chap District, Udon Thani Province and (3) to propose the guideline of health management in accordance with the National Sangha health constitution of the Ecclesiastical Administrative Officers in Khon Yung Subdistrict, Kut Chap District, Udon thani Province. This research is the qualitative research by studying the documents and related researches and then to analyze the data from interview, focus groups and there are 36 key informants by proposing the data in descriptive analysis. The results of this research are found as fallows

The health management in compliance with the National Sangha Health constitution of the Ecclesiastical Administrative Officers in Khon Yung Subdistrict, Kut Chap District, Udon thani Province is found that 1) the strength is that the temples and community create the strength and can develop themselves in accordance with requirement of community 2) Weakness is that personnel in working are lack of knowledge and understanding in the administrative systems 3) For the occasion, people have the opportunity to participate with Sangha by encouraging to create the participation in developing people, state personnel to have knowledge as effectiveness with the word “BO WON” (Home, Temples and Official) 4) the obstacles are the budgets, not to work together continuously because the working systems of each organization are different.

The process of the health management in accordance with the National Sangha Health constitution of the Ecclesiastical Administrative Officers in Khon Yung Subdistrict, Kut Chap District, Udon Thani Province consists of 7 items, that is, 1) the administrative aspect 2) the manpower aspect 3) the aspect of data and messages 4) the aspect of medical technology 5) the aspect of health payment 6) the aspect of leadership and good governance and 7) the aspect of community health has the systems for work by focusing on creation of participation in working as team and having the unity to participate in working by having the network together with all subdistricts, districts and in the level of provinces.

The guideline of the health management in accordance with the National Sangha Health constitution of the Ecclesiastical Administrative Officers in Khon Yung Subdistrict, Kut Chap District, UdonThani Province consists of (1) for the aspect of administration and management , the limitation of planning for health management of Sangha to develop personnel to have knowledge in the management system of Sangha (2) the aspect of health of manpower, a plan is settled for develop the health of community. For that health, it is to deliver knowledge in the aspect of the basic of public health by taking care of oneself and able to cure at once in the first step (3) for the aspect of data and message, ,the plan is settled up for working by focusing on the policy limitation in health data collection of personnel to be agreeable with the data collection to be in the same standard (4) for the aspect of technology, the Sangha of Udon Thani Province limits the informative technology to be more important roles for the nurses for the convenience in working 5) for the aspect of payment, the Ecclesiastical Administrative Officers provide the plans for management in controlling various payments (6) for the aspect of leadership, the Eccl. Administrative Officers provide the knowledge training in the aspect of the health of Sangha as the participation of Sangha with the organization of both the state sector and private sector in taking care of Sangha (7) for the aspect of the community health, the working systems are settled up for focusing on the creation of participation in working as team, to have unity in working by organizing the same network all over the subdistricts, districts and in the level of provinces.
