การวิจัยครั้งนี้มีวัตถุประสงค์ คือ 1.เพื่อศึกษาปัจจัยพฤติกรรมการเลือกตั้งนายกและสมาชิกสภาองค์กรปกครองส่วนท้องถิ่น ในตำบลอินทร์แปลง อำเภอวานรนิวาส จังหวัดสกลนคร ตามความคิดเห็นของประชาชน 2.เพื่อเปรียบเทียบปัจจัยพฤติกรรมการเลือกตั้งนายกและสมาชิกสภาองค์กรปกครองส่วนท้องถิ่นในตำบลอินทร์แปลง อำเภอวานรนิวาส จังหวัดสกลนคร ตามความคิดเห็นของประชาชน จำแนกตามปัจจัยส่วนบุคคล และ 3.เพื่อเสนอแนวการประยุกต์หลักอปริหานิยธรรมเพื่อพัฒนาพฤติกรรมการเลือกตั้งของประชาชนในเขตตำบลอินทร์แปลง อำเภอวานรนิวาส จังหวัดสกลนคร เป็นการวิจัยแบบผสานวิธี โดยการวิจัยเชิงปริมาณ ใช้วิธีวิจัยเชิงสำรวจ จากแบบสอบถาม โดยมีกลุ่มตัวอย่างจำนวนทั้งสิ้น 358 คน จากประชาชนผู้ที่มีอายุ 18 ปีบริบูรณ์ขึ้นไปซึ่งอาศัยอยู่ในเขตตำบลอินทร์แปลง อำเภอวานรนิวาส จังหวัดสกลนคร วิเคราะห์ข้อมูลโดยหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐานโดยการทดสอบค่าที และค่าเอฟ และการวิจัยเชิงคุณภาพใช้วิธีการสัมภาษณ์เชิงลึกจากผู้ให้ข้อมูลสำคัญ จำนวน 9 รูปหรือคนด้วยแบบสัมภาษณ์ เก็บข้อมูลและวิเคราะห์ข้อมูลเชิงคุณภาพด้วยการพรรณนาความ

ผลการวิจัยพบว่า

1. ประชาชนมีความคิดเห็นต่อปัจจัยพฤติกรรมการเลือกตั้งนายกและสมาชิกสภาองค์กรปกครองส่วนท้องถิ่น ในตำบลอินทร์แปลง อำเภอวานรนิวาส จังหวัดสกลนคร โดยรวม อยู่ในระดับปานกลาง (x̅=2.76) ทั้งโดยรวมและรายด้าน โดยเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย คือ ด้านคุณสมบัติของตัวผู้สมัคร (x̅= 3.15) ด้านนโยบาย (x̅= 2.81) ด้านสื่อบุคคลที่มีอิทธิพล (x̅= 2.55) และด้านการรณรงค์หาเสียงเลือกตั้ง (x̅= 2.52) ตามลำดับ

2. ประชาชนที่มี เพศ อายุ การศึกษา และอาชีพ ที่ต่างกัน มีความคิดเห็นปัจจัยพฤติกรรมการเลือกตั้งนายกและสมาชิกสภาองค์กรปกครองส่วนท้องถิ่น ในตำบลอินทร์แปลง อำเภอวานรนิวาส จังหวัดสกลนคร แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ 0.05 จึงเป็นไปตามสมมติฐานที่ตั้งไว้

3. แนวการประยุกต์หลักอปริหานิยธรรมเพื่อพัฒนาพฤติกรรมการเลือกตั้งของประชาชนในเขตตำบลอินทร์แปลง อำเภอวานรนิวาส จังหวัดสกลนคร คือ 1) ด้านการประชุมกันเนืองนิตย์ เป็นการเปิดโอกาสให้ประชาชนได้เข้ามามีโอกาสทำงานร่วมกันในการระดมความคิดระดมสมองช่วยกันคิดและทำ2) ด้านการพร้อมเพรียงกันประชุมเป็นการฝึกวินัยและขันติธรรมให้มีความอดทนและรับผิดชอบต่อภาระงานที่ได้รับมอบหมาย ทำให้เกิดการสื่อสารที่ตรงประเด็นและเกิดการเรียนรู้ซึ่งกันและกันในองค์กร 3) ด้านการไม่บัญญัติหรือไม่ล้มเลิกข้อบัญญัติตามอำเภอใจ การจะยกเลิก ล้มเลิกข้อบัญญัตินั้น ๆ ควรได้รับความเห็นชอบจากผู้ที่มีส่วนได้ส่วนเสีย หรือผู้ที่เกี่ยวข้องโยตรงอย่างมีมติเป็นเอกฉันท์ ไม่ควรทำสิ่งใดโดยคิดเอาเองเพียงคนเดียว หรือเพียงแค่หมู่คณะใดคณะหนึ่ง 4) ด้านการเคารพเชื่อฟังผู้บังคับบัญชาคือ ทุกคนพึงตระหนักและให้ความสำคัญที่ทุกองค์กรต้องมีผู้บังคับบัญชาในสายงานต่าง ๆ เพื่อให้องค์กรของตนเองเป็นไปตามวัตถุประสงค์ 5) ด้านการให้เกียรติ และคุ้มครองสิทธิสตรี เป็นสิ่งที่บุคคลทุกคนในสังคมเปิดโอกาสให้สตรีได้เข้ามามีบทบาทในทางสังคมหรือในทุก ๆ ด้านทุกหน่วยงาน 6) ด้านการส่งเสริมและรักษาวัฒนธรรมประเพณีอันดีงาม คือ รักษาวัฒนธรรมที่ดีของการเลือกตั้ง ให้การเลือกตั้งนั้น ตั้งอยู่ในความโปร่งใสตรวจสอบได้ ตามหลักธรรมาภิบาล 7) ด้านการอารักขา คุ้มครอง ปกป้อง อันชอบธรรมเป็นสิ่งที่รัฐควรให้ความสำคัญในการปกป้องดูแลพุทธบริษัทและประชาชนทั่วไปด้วยความเสมอภาคเท่าเทียมตามที่กรอบกฎหมายกำหนดและบำรุงด้วยปัจจัยสี่

บทคัดย่อภาษาอังกฤษ

The objectives of this research were as follows: 1) to study behavioral factors in the election of executives and council members of local administrative organization in Inplaeng Sub-district at Wanon Niwat District in Sakon Nakhon Province according to public opinion 2) to compare behavioral factors in the election of executives and council members of local administrative organization in Inplaeng Sub-district at Wanon Niwat District in Sakon Nakhon Province according to public opinion classified according to personal factors and 3) To propose guidelines for the application of Aparihaniyadhamma principles to develop the election behavior of the people in Inplaeng Sub-district at Wanon Niwat District in Sakon Nakhon Province. This research was mixed methods as qualitative and quantitative research. The sample group as 358 people aged over 18 years who lived in Inplaeng Sub-district at Wanon Niwat District. In Sakon Nakhon Province. Data were collected using questionnaires and were analyzed using statistics such as frequency, percentage, mean, and standard deviation. Test hypotheses using statistics, t-test, F-test, and qualitative research. By interviewing 9 key informants using an interview form and analyze qualitative data using content analysis.

Findings of the research were as follows

1. People have opinions on behavioral factors in the election of executives and council members of local administrative organization in Inplaeng Sub-district at Wanon Niwat District in Sakon Nakhon Province, overall it is at a moderate level (x̅=2.76) when considering each aspect by arranging the average values from highest to lowest as the qualifications of the candidates aspect (x̅=3.15) the policy aspect (x̅=2.81), the influential media aspect (x̅= 2.52), and the election campaigning aspect (x̅=2.52) respectively

2. People with different genders, ages, education, and occupations has behavioral factors in the election of executives and council members of local administrative organization in Inplaeng Sub-district at Wanon Niwat District in Sakon Nakhon Province. There are different with statistical significance at 0.05.

3. Propose guidelines for the application of Aparihaniyadhamma principles to develop the election behavior of the people in Inplaeng Sub-district at Wanon Niwat District in Sakon Nakhon Province is 1) Regular meetings It is an opportunity for people to come in and have the opportunity to work together in brainstorming, helping each other think and do. 2) The aspect of meeting together is to practice discipline and tolerance in order to have patience and be responsible for assigned tasks. This causes relevant communication and learning from each other in the organization. 3) In terms of not making regulations or canceling regulations arbitrarily, canceling or canceling those regulations.
