บทคัดย่อภาษาไทย

งานวิจัยนี้มีวัตถุประสงค์ 1) เพื่อศึกษาหลักอปริหานิยธรรมในพุทธศาสนาเถรวาท 2) เพื่อศึกษาการมีส่วนร่วมของชุมชนตำบลวัดหลวง อำเภอโพนพิสัย จังหวัดหนองคาย 3) เพื่อประยุกต์ใช้หลักอปริหานิยธรรมกับการมีส่วนร่วมของชุมชนตำบลวัดหลวง อำเภอโพนพิสัย จังหวัดหนองคาย เป็นการวิจัยเชิงคุณภาพ โดยการสัมภาษณ์เชิงลึกกลุ่มผู้ให้ข้อมูลหลัก ได้แก่ 1) พระสงฆ์  2) นายกองค์การบริหารส่วนตำบลวัดหลวงหรือผู้แทน, รองนายกองค์การบริหารส่วนตำบลวัดหลวง, ผู้ใหญ่บ้านแดนเมือง 3) ข้าราชการ, พนักงานองค์การบริหารส่วนตำบลวัดหลวง 4) ประชาชนบ้านแดนเมือง ตำบลวัดหลวง จำนวน 25 รูป/คน แล้ววิเคราะห์ข้อมูลด้วยวิธีการพรรณนา ผลการวิจัย พบว่า

หลักอปริหานิยธรรมในพุทธศาสนาเถรวาท จากการศึกษาในพระไตรปิฎก เป็นหลักธรรม ซึ่งเป็นที่ตั้งแห่งความไม่เสื่อม เป็นไปเพื่อความเจริญ ดังนี้ 1) หมั่นประชุมกันเนืองนิตย์ เป็นการประชุมปรึกษาหารือกัน เป็นประจำทุกเดือน 2) พร้อมเพรียงกันประชุม พร้อมเพรียงกันเลิกประชุม ตามระเบียบวาระการประชุม และอยู่จนครบกำหนดเวลาประชุม 3) ไม่ตั้งกฎระเบียบที่ขัดต่อระเบียบเดิม ไม่ตั้งกฎระเบียบใหม่อันไม่เป็นธรรมที่ขัดต่อระเบียบเดิม 4) มีความเคารพนับถือต่อผู้บังคับบัญชาตามลำดับชั้น 5) ให้เกียรติและคุ้มครองสิทธิสตรีตามกฎหมายและระเบียบขององค์กร 6) ให้ความเคารพต่อสถานที่ แต่งกายให้ถูกกาลเทศะและมีมารยาทสังคม 7) ให้ความดูแลเอาใจใส่ต่อท่านผู้มาเยือน ถือว่าเป็นบุคคลสำคัญ โดยให้การต้อนรับอย่างจริงใจ ทำให้ผู้มาเยือนเกิดความประทับใจและอยากกลับมาเยือนอีก

การมีส่วนร่วมของชุมชนตำบลวัดหลวง อำเภอโพนพิสัย จังหวัดหนองคาย ใน 5 ด้าน คือ 1) การมีส่วนร่วมของชุมชนในการพัฒนาชุมชน 2) การมีส่วนร่วมของชุมชนในการประชุมเพื่อนำเสนอเรื่องต่าง ๆ ที่มีความจำเป็นในการพัฒนาชุมชน 3) การมีส่วนร่วมของชุมชนในการทำกิจกรรมหรือโครงการของชุมชน 4) การมีส่วนร่วมของชุมชนที่ได้รับผลประโยชน์ในกิจกรรมหรือในโครงการพัฒนาชุมชน 5) การมีส่วนร่วมเข้าไปสังเกตการณ์การทำงานของผู้รับจ้างภายนอก และติดตามผลการดำเนินงานโครงการพัฒนาชุมชน 

การประยุกต์ใช้หลักอปริหานิยธรรมกับการมีส่วนร่วมของชุมชนตำบลวัดหลวง อำเภอโพนพิสัย จังหวัดหนองคาย นำไปประยุกต์ใช้ใน 5 ด้าน คือ 1) การมีส่วนร่วมในการพัฒนาชุมชน โดยพร้อมเพรียงกันประชุม พร้อมเพรียงกันเลิกประชุม, ให้เกียรติและคุ้มครองสิทธิสตรี, ให้ความเคารพต่อสถานที่ และให้ความดูแลเอาใจใส่ต่อท่านผู้มาเยือน 2) การมีส่วนร่วมในการตัดสินใจ โดยหมั่นประชุมกันเนืองนิตย์ และพร้อมเพรียงกันประชุม พร้อมเพรียงกันเลิกประชุม 3) การมีส่วนร่วมในการดำเนินงาน โดยไม่ตั้งกฎระเบียบที่ขัดต่อระเบียบเดิม, มีความเคารพนับถือต่อผู้บังคับบัญชา และให้ความเคารพต่อสถานที่ 4) การมีส่วนร่วมในการรับผลประโยชน์ โดยหมั่นประชุมกันเนืองนิตย์, พร้อมเพรียงกันประชุม พร้อมเพรียงกันเลิกประชุม, ไม่ตั้งกฎระเบียบที่ขัดต่อระเบียบเดิม, มีความเคารพนับถือต่อผู้บังคับบัญชา และให้ความดูแลเอาใจใส่ต่อท่านผู้มาเยือน 5) การมีส่วนร่วมในการประเมินผล โดยไม่ตั้งกฎระเบียบที่ขัดต่อระเบียบเดิม มีความเคารพนับถือต่อผู้บังคับบัญชา และให้ความดูแลเอาใจใส่ต่อท่านผู้มาเยือน

บทคัดย่อภาษาอังกฤษ

The purposes of this research are; 1) to study the principles of Aparihaniyadhamma in Buddhism 2) to study the participation of the community in Wat Loung Subdistrict, Phonpisai District, Nongkhai Province and to apply the principles of Aparihaniyadhamma and the participation of the community in Wat Loung Subdistrict, Phonpisai District, Nongkhai Province. This research is qualitative research by using the in depth of interviewing the key informants, that is, 1) the Buddhist monks 2) the Chief of Wat Loung Subdistrict Administrative Organizations or representatives, Deputy Chief Executives of Wat Loung subdistrict Administrative Organizations and the Chief of Daen Maung Villages 3) Officials and personnel of Wat Loung subdistrict Administrative Organizations 4) People in Daen Maung village in Wat Loung District consisting of 25 subjects and then the data are analyzed by descriptive methods.

The results of this research are found that the principles of Aparihaniyadhamma in Theravãda Buddhism are explained in a lot of Sutta in leading to be guideline for practice by holding the good governance in useful organization. In this research it will be said about the principles of Aparihaniyadhamma as the foundation of unruins and leading only for progress, that is, 1) to hold regular and frequent meeting in every month 2) to meet together in harmony, disperse in harmony in accordance with the regulation and stay until the end of meeting 3) to introduce no revolutionary ordinance , break up no established ordinance 4) to honor and respect the elders in accordance with the level of ranks 5) to honor and protect the women’s rights in according to the law and the regulation of organizations 6) to respect the places to dress for appropriate time and space and to have good manners in society and 7) to take care of the visitors because they are considered as the important persons by welcoming with real-hearted, it will make them and want to come back again.

The participation of community in Wat Loung subdistrict, Phonpisai district, Nongkhai Province is classified into 5 categories, that is, 1) the participation of community in developing the community 2) the participation of community in meeting in order to refer for various necessary issues in developing the community 3) the participation of the community in performing the activities or the community projects 4) the participation of community that receive the benefits in activities or in developing projects of community 5) the participation in noticing the situations of outside employees’ works and to follow the results of work performance of projects of the community development.

The application of the principles of Aparihaniyadhamma with the participation of community in Wat Loung Subdistrict, Phonpisai District, Nongkhai Province is 1) the participation in developing the community together in harmony and disperse in harmony, to honor and protect the women rights, to respect the places and to take care of the visitors 2) the participation in making decision, holding regular and frequent meetings and to disperse in harmony 3) the participation in performing works without establishing the regulation against the former regulation, to respect the chiefs and to take care of the visors 4) the participation in receiving the benefits by holding regular and frequent meetings and dispersing in harmony not to establish the regulation against the former regulation, to respect the chiefs and to take care of vistors and 5) the participation in evaluation, not to establish the regulation against the former regulation, to respect the chiefs and to take care of the visitors.
