บทคัดย่อภาษาไทย

ในการศึกษาวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับการบริหารในภาวะวิกฤตการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 (COVID - 19) 2) ศึกษาความสัมพันธ์ของหลักสัปปุริสธรรมกับการบริหารในภาวะวิกฤตการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019
(COVID – 19) และ 3) เสนอแนวทางการประยุกต์หลักสัปปุริสธรรมเพื่อการบริหารในภาวะวิกฤตการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 (COVID – 19) ของเทศบาลตำบลเก้าเลี้ยว จังหวัดนครสวรรค์ เป็นการวิจัยแบบผสานวิธี ระหว่างการวิจัยเชิงปริมาณ ใช้การศึกษาวิจัยเชิงสำรวจ ด้ายการแจกแบบสอบถามกับกลุ่มตัวอย่างจํานวน 369 คน วิเคราะห์ข้อมูลโดยใช้การหาค่าความถี่ ร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐานและค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน โดยโปรแกรมสำเร็จรูปทางสังคมศาสตร์ และการวิจัยเชิงคุณภาพ โดยการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ  จำนวน 15 รูป/คน โดยการเลือกแบบแบบเจาะจง มีการเชื่อมโยงข้อมูลและความคิดเห็นที่ได้จากการวิจัยเชิงปริมาณและการวิจัยเชิงคุณภาพ นำไปสู่การเสนอแนวทางการประยุกต์หลักสัปปุริสธรรมเพื่อการบริหารในภาวะวิกฤตการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019๙ (COVID – 19) ของเทศบาลตำบลเก้าเลี้ยว จังหวัดนครสวรรค์

ผลการวิจัยพบว่า

1) ผลการวิเคราะห์ข้อมูลเกี่ยวกับระดับการบริหารในภาวะวิกฤตการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 (COVID - 19) ของเทศบาลตำบลเก้าเลี้ยว จังหวัดนครสวรรค์ ตามหลักสัปปุริสธรรม โดยภาพรวมอยู่ในระดับมาก ( x̅ = 3.96, S.D. = 0.72) เมื่อจำแนกเป็นรายด้าน พบว่า ด้านที่อยู่ในค่าเฉลี่ยมากที่สุด ได้แก่ ด้านธัมมัญญุตา (การรู้จักเหตุ) (x̅ = 4.04, S.D. = 0.77) รองลงมา ได้แก่ ด้านปุคคลัญญุตา (การรู้จักบุคคล) (x̅ = 4.01, S.D. = 0.78) และด้านที่มีค่าเฉลี่ยน้อยที่สุด ได้แก่ ด้านอัตตัญญุตา (การรู้จักตน) (x̅ = 3.92, S.D. = 0.75) และผลการวิเคราะห์ข้อมูลเกี่ยวกับระดับการบริหารในภาวะวิกฤตการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 (COVID - 19) ของเทศบาลตำบลเก้าเลี้ยว จังหวัดนครสวรรค์ ตามหลัก 7s McKinsey โดยภาพรวมอยู่ในระดับมาก (x̅ = 3.93, S.D. = 0.75) เมื่อจำแนกเป็นรายด้าน พบว่า ด้านที่อยู่ในค่าเฉลี่ยมากที่สุด ได้แก่ ด้านค่านิยมร่วม (Shared value) (x̅ = 4.02, S.D. = 0.80) รองลงมา ได้แก่ ด้านทักษะ (Skill) (x̅ = 3.96,  S.D. = 0.80) และด้านที่มีค่าเฉลี่ยน้อยที่สุด ได้แก่ ด้านระบบ (System) (x̅ = 3.87, S.D. = 0.80)

2) ผลการวิเคราะห์ความสัมพันธ์ระหว่างหลักสัปปุริสธรรมกับการบริหารในภาวะวิกฤตการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 (COVID - 19) ของเทศบาลตำบลเก้าเลี้ยว จังหวัดนครสวรรค์ ตามหลัก 7s McKinsey พบว่า มีนัยยะสำคัญทางสถิติที่ระดับ 0.01 โดยมีความสัมพันธ์กันในลักษณะที่คล้อยตามกันเป็นคู่ โดยภาพรวมอยู่ในเชิงบวกที่ระดับสูงมาก (Pearson Correlation (r) = 0.95** ) ดังนั้น จึงยอมรับสมมติฐานที่ตั้งไว้

3) แนวทางการประยุกต์หลักสัปปุริสธรรมเพื่อการบริหารในภาวะวิกฤตการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 (COVID – 19) ของเทศบาลตำบลเก้าเลี้ยว จังหวัดนครสวรรค์ พบว่า (1) มีการทำงานร่วมกับภาคีเครือข่าย (ปุคคลัญญุตา การรู้จักบุคคล) (2) ต้องมีความเชี่ยวชาญการในบริหารงานในภาวะวิกฤต (อัตตัญญุตา การรู้จักตน) (3) มีการจัดการทรัพยากรมนุษย์ให้เหมาะสมกับสถานการณ์ (มัตตัญญุตา การรู้จักประมาณ) 4) กำหนดกลยุทธ์ ให้มีความเหมาะสมกับงบประมาณ บุคลากร (อัตตัญญุตา การรู้จักตน) และเวลา (กาลัญญุตา การรู้จักเวลา) (5) รูปแบบการบริหารงานต้องกำหนดให้สอดคล้องกับงบประมาณ ชุมชน (ปริสัญญุตา การรู้จักชุมชน) และสถานการณ์ (กาลัญญุตา การรู้จักเวลา) (6) จำเป็นต้องปรับโครงสร้างการทำงานให้เข้ากับพื้นที่ (ปริสัญญุตา การรู้จักชุมชน) และช่วงเวลาหรือสถานการณ์ที่เปลี่ยนแปลง (กาลัญญุตา การรู้จักเวลา) และ (7) ระบบในการบริหารงานในภาวะวิกฤต ต้องมีความสอดคล้องกับความเป็นชุมชน (ปริสัญญุตา การรู้จักชุมชน) และคนในชุมชน (ปุคคลัญญุตา การรู้จักบุคคล)

บทคัดย่อภาษาอังกฤษ

The objectives of this research were 1) to study the level of management during the Epidemic Crisis of Coronavirus Disease 2019 (Covid - 19); 2) to study the relationship between Sappurisadhamma and management during the Epidemic Crisis of Coronavirus Disease 2019 (Covid - 19); 3) to propose guidelines for applying Sappurisadhamma for management during the Epidemic Crisis of Coronavirus Disease 2019 (Covid - 19) of Kao liao Sub-District Municipality, Nakhon Sawan Province. It was a mixed methods research. In terms of quantitative research, exploratory research was used by distributing  a questionnaire to a sample of 369 people. Data were analyzed using frequency, percentage, mean, standard deviation and Pearson correlation coefficients as well as using statistical package for the social science. In the aspect of qualitative research,  in-depth interview was conducted with 15 key informants by purposive sampling. Data and opinions obtained from quantitative and qualitative research were linked leading to the presentation of guidelines for applying Sappurisadhamma for management during the Epidemic Crisis of Coronavirus Disease 2019 (Covid - 19) of Kao liao Sub-District Municipality, Nakhon Sawan Province.

The results showed that

1) The results of the data analysis on the level of management during the Epidemic Crisis of Coronavirus Disease 2019 (Covid - 19) of Kao liao Sub-District Municipality, Nakhon Sawan Province according to Sappurisadhamma, overall, were at the high level ( x̅= 3.96, S.D. = 0.72). When classified by side, it was found that the side that was in the highest average was Dhammanyuta side. (Knowing the cause) (x̅ = 4.04, S.D. = 0.77), followed by Puggalanyuta (knowing the individual) (x̅= 4.01, S.D. = 0.78) and the aspect with the lowest mean was Attanyuta aspect (Knowing oneself) ( x̅= 3.92, S.D. = 0.75) and the results of the data analysis on the level of management during the Epidemic Crisis of Coronavirus Disease 2019 (Covid - 19) of Kao liao Sub-District Municipality, Nakhon Sawan Province according to 7s McKinsey, overall were at the high level ( x̅= 3.93, S.D. = 0.75). When classified by aspect, it was found that the aspect that was in the highest average was Shared value (x̅= 4.02, S.D. = 0.80), followed by skills (x̅= 3.96, S.D. = 0.80) and the aspect with the least average was the system (x̅= 3.87, S.D. = 0.80.

2) The results of the relationship analysis  between Sappurisadhamma and the management during the Epidemic Crisis of Coronavirus Disease 2019 (Covid - 19) of Kao liao Sub-District Municipality, Nakhon Sawan Province according to 7s McKinsey found that there was a statistical significance at the level of 0.01, with a correlation in a pairwise manner. The overall was positive at a very high level (Pearson Correlation (r) = 0.95** ), so the hypothesis was accepted.

3) Guidelines of applying Sappurisadhamma for management during the Epidemic Crisis of Coronavirus Disease 2019 (Covid - 19) of Kao liao Sub-District Municipality, Nakhon Sawan Province found that (1) working with partners in the network (Puggalanyuta, knowing the individual), (2) having expertise in crisis management (Attanyuta, knowing oneself); (3) having human resource management to suit the situation (Mattanyuta, moderation); 4) determining strategies to be suitable with budget, personnel (Attanyuta, knowing oneself) and time (Kalanyuta,  knowing the proper time); (5) the style of management must be determined to be in line with the budget, community (Parisanyuta, knowing the community) and situation (Kalanyuta,  knowing the proper time); (6) need to adjust the work structure to suit the area (Parisanyuta, knowing the community) and a period of time or a changing situation (Kalanyuta,  knowing the proper time); and (7) crisis management system must be consistent with the community (Parisanyuta, knowing the community) and the people in the community (Pugkgalanyuta, knowing the individual).
