การวิจัยครั้งนี้ มีวัตถุประสงค์ 3 ประการ ดังนี้ คือ 1. เพื่อศึกษากระบวนการดำเนินการอนุรักษ์น้ำของชุมชนลุ่มแม่น้ำท่าจีน อำเภอสามพราน จังหวัดนครปฐม 2. เพื่อศึกษามาตรการที่ใช้ในการอนุรักษ์เกิดจากการร่วมกันบูรณาการแหล่งน้ำท่าจีน อำเภอสามพราน จังหวัดนครปฐม 3. เพื่อศึกษาปัญหาอุปสรรคและข้อเสนอแนะการอนุรักษ์น้ำลุ่มแม่น้ำท่าจีนของชุมชนอำเภอสามพราน จังหวัดนครปฐม

การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ (Qualitative Research) ทำการเก็บรวบรวมข้อมูลโดยการสัมภาษณ์เชิงลึก (In-Depth Interview) กับผู้ให้ข้อมูลสำคัญ (Key Informants) จำนวน 19 คน และใช้เทคนิคการวิเคราะห์เนื้อหาประกอบบริบท (Content Analysis Techniques)

ผลการวิจัยพบว่า กระบวนการดำเนินการอนุรักษ์น้ำของชุมชนลุ่มแม่น้ำท่าจีน อำเภอสามพราน 1) การให้ความรู้เรื่องสิ่งแวดล้อม แก่นักเรียน ประชาชน วัด เมื่อเห็นการกระทำที่ก่อให้เกิดความเสียหายแก่แม่น้ำท่าจีน และได้แจ้งให้หน่วยงานที่มีส่วนเกี่ยวข้องทราบ แสดงความคิดเห็น และเสวนากับเจ้าหน้าที่ของรัฐในการส่งเสริมการอนุรักษ์แม่น้ำท่าจีน เสนอปัญหาข้อบกพร่องที่เป็นอุปสรรคต่อการอนุรักษ์แม่น้ำท่าจีนแก่หน่วยงานที่มีส่วนเกี่ยวข้องทราบ ติดต่อกับเจ้าหน้าที่ของรัฐ หรือประชาชนในชุมชน เพื่อพูดคุยเกี่ยวกับปัญหาในการอนุรักษ์แม่น้ำท่าจีน เข้าร่วมในการค้นหาปัญหาและสาเหตุของปัญหาในการอนุรักษ์ ดูแลส่งเสริมการใช้น้ำในแม่น้ำท่าจีน 2) มีการจัดการแบบพหุภาคี เฝ้าระวังตรวจสอบมิให้ผู้อื่นมาทำลายหรือทำให้แม่น้ำท่าจีนเน่าเสีย การแสดงความคิดเห็นคัดค้าน หรือโต้แย้งอย่างมีเหตุผล เมื่อมีการเลือกโครงการที่ไม่ตรงกับการอนุรักษ์แม่น้ำท่าจีน การให้ข้อมูลข่าวสารที่เป็นประโยชน์เกี่ยวกับการอนุรักษ์แม่น้ำท่าจีน เพื่อให้หน่วยงานต่าง ๆ ใช้เป็นแนวทางในการวางแผนมีการเข้าร่วมในการติดตามงานขณะปฏิบัติงานในการอนุรักษ์แม่น้ำท่าจีน 3) การสร้างความตระหนักและเครือข่าย โดยเสนอโครงการหรือแนวทางการอนุรักษ์แม่น้ำท่าจีน ให้ที่ประชุมของท้องถิ่น ชุมชน หรือเจ้าหน้าที่ของรัฐทราบมีการร่วมบริจาคปัจจัยหรือวัสดุอื่นๆ ที่สามารถใช้ประโยชน์ในการอนุรักษ์แม่น้ำท่าจีนมีการร่วมพัฒนา ปรับปรุงแม่น้ำท่าจีนให้สามารถใช้ประโยชน์อย่างเหมาะสม กับสภาพปัจจุบันที่เปลี่ยนแปลงไปมีการเข้าร่วมในกิจกรรมการอนุรักษ์แม่น้ำท่าจีนที่จัดขึ้นในชุมชนและมีการร่วมรณรงค์ต่อต้านการปล่อยน้ำเสีย กากเคมี ขยะมูลฝอยลงสู่แม่น้ำท่าจีน และ๔) การอนุรักษ์โดยการสร้างจิตสำนึก โดยการปฎิบัติตามมาตรการที่ทางเทศบาลกำหนดอย่างเคร่งครัดของคนในชุมชนมีการเข้าร่วมติดตามตรวจสอบความถูกต้องในกิจกรรมหรือโครงการอนุรักษ์แม่น้ำท่าจีนมีการเข้าร่วมในการประเมินผลการปฏิบัติงานในการอนุรักษ์แม่น้ำท่าจีน มีการอธิบายผลเสียที่เกิดขึ้นจากการที่ไม่อนุรักษ์แม่น้ำท่าจีนให้ชุมชนเข้าใจ และมีการเข้าร่วมรับทราบผลที่เกิดขึ้นในการปฏิบัติงานเมื่อกิจกรรมหรือโครงการเสร็จสิ้น

 

 

         The three main objectives of this research are: i) to study the process of water onservation in the Thachin River Basin community, Samphran District, Nakhonpathom province, ii) to study the measures used in conservation caused bythe integration of the Thachin river sources in Samphran District, Nakhonpathom province, and iii) to study the problems, obstacles and suggestions for the conservation of Thachin River Basin of Samphran District Community, Nakhonpathom province. This research is a qualitative research which collects data by in-Depth interview with 16 key informants and uses context analysis techniques (Content Analysis Techniques).

              The research found that the process of water conservation in the Thachin River Basin community, Samphran District, Nakhonpathom province consisted of i) provision of environmental knowledge to students, public, temple community when there were actions causing damages to the Thachin River and informed the relevant agencies. Comment And discussions with government officials in promoting the conservation of the Thachin River. Proposal of obstacles to the Thachin River conservation to relevant agencies. Contact with government officials or people in the community to talk about the problems in the conservation of the Thachin River Participate in finding problems and causes of conservation problems. To take care of water usages in the Thachin River. ii) Multilateral management, watch check and prevent others from damaging, causing and polluting the Thachin River. Objection or argue reasonably when choosing a project that does not match the conservation of the Thachin River Providing useful information about the Thachin River conservation by allowing various agencies to use as a guideline for planning, participating in followup work while working on the conservation of the Thachin River. iii) Creation of awareness and networking by proposing a project or guideline for conservation of the Thachin River to the meeting of local, community or government officials to know about donating factors or other materials that can be used in the conservation of the Tha Chin River with joint development to Improve the Thachin River to be able to use it appropriately with the current conditions that have changed, to participate in the Thachin River Conservation activities held in the community and to launch campaigns against the polluted water, chemical waste, solid waste into the Thachin River, and iv) conservation by creating consciousness by complying with the measures that the municipality strictly determines the people in the community to participate and monitor activities or projects in the Thachin River Conservation Project, to participate in the evaluation of conservation performance in the Thachin River, there are explanations of the consequences of not conserving the Thachin River for the community to understand and participate in acknowledging the results of operations when the activity or project is completed.
