บทคัดย่อภาษาไทย

การวิจัยครั้งนี้ มีวัตถุประสงค์ 1) เพื่อศึกษาปัจจัยการบริหารศูนย์พัฒนาเด็กเล็ก 2) เพื่อศึกษาคุณภาพการดำเนินงานของศูนย์พัฒนาเด็กเล็ก และ 3) เพื่อศึกษาปัจจัยและเสนอแนวทางการบริหารที่ส่งผลต่อคุณภาพการดำเนินงานของศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น ในเขตพื้นที่การศึกษาประถมศึกษา นครศรีธรรมราช เขต 4 เป็นงานวิจัยเชิงปริมาณ กลุ่มตัวอย่าง คือ ศูนย์พัฒนาเด็กเล็ก 71 แห่ง มีผู้ให้ข้อมูลแห่งละ 4 คน รวม 284 คน และมีผู้ให้ข้อมูลสำคัญ 5 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามและแบบสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณ

ผลการวิจัย พบว่า

1) ปัจจัยการบริหารศูนย์พัฒนาเด็กเล็ก โดยรวมอยู่ในระดับมากที่สุด พิจารณารายด้าน พบว่า ด้านบุคลากร และด้านกระบวนการบริหาร มีค่าเฉลี่ยสูงสุด ส่วนด้านเทคโนโลยีสารสนเทศ มีค่าเฉลี่ยต่ำสุด

                 2) คุณภาพการดำเนินงานของศูนย์พัฒนาเด็กเล็ก โดยรวมอยู่ในระดับมากที่สุด พิจารณารายด้าน พบว่า มาตรฐานที่ 4 ด้านวิชาการ และกิจกรรมตามหลักสูตร มีค่าเฉลี่ยสูงสุด ส่วนมาตรฐานที่ 6 ด้านส่งเสริมเครือข่ายการพัฒนาเด็กปฐมวัย มีค่าเฉลี่ยต่ำสุด

                 3) ผลการวิเคราะห์ปัจจัย พบว่า ปัจจัยทั้ง 5 ด้าน ส่งผลต่อคุณภาพการดำเนินงานของศูนย์พัฒนาเด็กเล็ก และร่วมกันพยากรณ์คุณภาพการบริหารศูนย์พัฒนาเด็กเล็กได้ร้อยละ 80.10 โดยเสนอแนวทางการบริหารที่ส่งผลต่อคุณภาพการดำเนินงานของศูนย์พัฒนาเด็กเล็ก ให้สรรหาบุคลากรที่มีคุณวุฒิตรงตามมาตรฐานตำแหน่ง ให้ทุกภาคส่วนเข้ามามีส่วนร่วมในการบริหารงาน สนับสนุนการติดตั้งระบบเทคโนโลยีสารสนเทศ จัดซื้อวัสดุอุปกรณ์และครุภัณฑ์ที่จำเป็น และจัดสรรงบประมาณตามระเบียบกระทรวงมหาดไทย

บทคัดย่อภาษาอังกฤษ

The objectives of this research are as follows: 1) to study the administrative factors which are affected to child development center, 2) to study the quality of operation of child development centers and 3) to study factors and to present the guideline which are affected to operations quality of child development center under the local administration organization in Nakhon Si Thammarat primary educational service area office 4, this is the quantitative research, the sample composed of seventy-one child development centers, there are four in each centers, totally 284 persons and five key informants, the instruments for this research composed of questionnaire and in depth interview form. The statistics for data collection were percentage, arithmetic mean, standard deviation and multiple regression analysis.

The research results found that

1. The administrative factors which are affected to child development center by overview was at highest mean, considered in each aspect found that the aspect of personel and administrative process were at highest mean and the aspect of information technology was at the lowest mean.

2. The operations quality of child development center by overview was at highest mean considered in each aspect found that standard 4, the aspect of academic and curriculum activities were at highest mean and standard 6, the aspect of network promotion of child development was the lowest mean.

3. The result of factor analysis found that all five factors are affected to operation quality of child development center and to cooperate in prediction of administrative quality of child development center at 80.10 %, with present on guideline for administration which are affected to operation quality of child development center, to recruit personel in the right standard position, to share of all alliances for administration, to support in information technology, to purchase the need materials and to provide budget according to interior affair ministry.
