บทคัดย่อภาษาไทย

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการมีส่วนร่วมในการบริหารของคณะกรรมการสถานศึกษาขั้นพื้นฐาน 2) เปรียบเทียบการมีส่วนร่วมในการบริหารของคณะกรรมการสถานศึกษาขั้นพื้นฐาน และ 3) เสนอแนวทางการมีส่วนร่วมในการบริหารของคณะกรรมการสถานศึกษาขั้นพื้นฐาน ตามหลักสังคหวัตถุ 4 ของโรงเรียนในสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชุมพร เขต 2 เป็นงานวิจัยเชิงปริมาณ กลุ่มตัวอย่าง คือ ผู้บริหารสถานศึกษา ผู้แทนครู และประธานคณะกรรมการสถานศึกษาขั้นพื้นฐาน จำนวน 189 คน ผู้ให้ข้อมูลสำคัญ 9 คน เครื่องมือในการวิจัยเป็นแบบสอบถาม และแบบสัมภาษณ์เชิงลึก สถิติในการวิเคราะห์ ได้แก่ ความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การทดสอบค่าที (t-test) One – Way ANOVA (F-test)

ผลการวิจัยพบว่า

1. การมีส่วนร่วมในการบริหาร โดยรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านการบริหารทั่วไป มีค่าเฉลี่ยสูงสุด รองลงมาคือ ด้านการบริหารงานงบประมาณ ด้านการบริหารงานวิชาการ ส่วนด้านการบริหารงานบุคคล มีค่าเฉลี่ยต่ำสุด

2. ผลการเปรียบเทียบการมีส่วนร่วมในการบริหาร พบว่า สถานภาพ เพศ อายุ ที่ต่างกัน การมีส่วนร่วมไม่แตกต่างกัน แต่ประสบการณ์ทำงานที่ต่างกัน การมีส่วนร่วมแตกต่างกันอย่าง มีนัยสำคัญทางสถิติที่ระดับ 0.05

                3. แนวทางการส่งเสริมการมีส่วนร่วมตามหลักสังคหวัตถุ 4 พบว่า ด้านการบริหารงานวิชาการ ให้ครูใช้กระบวนการ PLC (ชุมชนแห่งการเรียนรู้) ด้านการบริหารงานบุคคล ยึดหลักการ    ดูคนให้ออก บอกคนได้ และใช้คนเป็น ทำให้การดำเนินงานเป็นไปอย่างตรงวัตถุประสงค์ ด้านการบริหารงานงบประมาณ ให้การติดต่อประสานงานระหว่างองค์กร ในการสรรหางบประมาณ และด้านการบริหารทั่วไป โดยเชิญวิทยากรจากภายนอกเข้ามาให้ความรู้เฉพาะด้านแก่นักเรียน

บทคัดย่อภาษาอังกฤษ

This research aimed 1) to study participation of administration of Basic Educational School Boards 2) to compare the participation in the administration of Basic Educational School Boards and 3) to Propose guidelines for participation of administration of basic educational school boards based on Sangkhahavatthus Dhamma IV under Chumphon Primary Educational Service Area Office 2. This was a quantitative research. with 189 people as a sampling group consisting of schools administrators, teacher representatives, and chairman of basic educational school boards based. and 9 key informants. Research instruments were questionnaires and in-depth interviews. Statistics used for an analysis included Frequency, Percentage, Average, and Standard Deviation, T-test One – Way ANOVA (F-test).

The results were as follows:

1)  Overall, the participation in the management was very high. The level of general management aspect was highest when each aspect was taken into consideration, followed by the budget management, academic administration. Nevertheless, the personnel management was at low average level, respectively.

2)  Regarding comparative result in the participation management, it was found that  there was no difference with divergent status, gender, age, but  in different working experience there was difference in the participation statistically significant difference at 0.05.

3) Concerning guidelines for promoting participation according to Sangkhahavatthus Dhamma IV, it was found that in academic administration, teachers employ PLC (Professional Learning Community).In human resource management, the way  to adhere to the principle ‘put the right man on the right job’ is employed. This leads to smooth way to achieve the objectives. Regarding budget management, coordination between organizations, budget recruitment, and general management are provided by inviting external speakers to provide students the specialized knowledge.
