บทคัดย่อภาษาไทย

              การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1. เพื่อศึกษาพลวัตทางการเมืองในระบอบประชาธิปไตยของนักการเมืองท้องถิ่น 2. เพื่อศึกษาการประยุกต์หลักธรรมในการเสริมสร้างวัฒนธรรมทางการเมืองในระบอบประชาธิปไตยของนักการเมืองท้องถิ่น และ 3. เพื่อนำเสนอรูปแบบการเสริมสร้างวัฒนธรรมทางการเมืองในระบอบประชาธิปไตยของนักการเมืองท้องถิ่น การวิจัยเป็นแบบผสานวิธี ประกอบด้วย การวิจัยเชิงปริมาณ กลุ่มตัวอย่าง จำนวน 375 คน โดยใช้แบบสอบถาม วิเคราะห์ข้อมูลโดยใช้จำนวน ร้อยละ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน และวิธีการวิจัยเชิงคุณภาพจากผู้ให้ข้อมูลสำคัญ จำนวน 17 รูปหรือคน และการสนทนากลุ่มเฉพาะ จำนวน 13 รูปหรือคน ด้วยวิธีการสัมภาษณ์เชิงลึก โดยใช้แบบสัมภาษณ์วิเคราะห์ข้อมูลแบบอรรถาธิบายและพรรณนา

             ผลการวิจัยพบว่า

             1. ระดับความคิดเห็นของประชาชนที่มีต่อพลวัตทางการเมืองในระบอบประชาธิปไตยของนักการเมืองท้องถิ่น ประกอบด้วย 1) ด้านการมีความรู้ความเข้าใจและความตระหนักในสิทธิหน้าที่ ความรับผิดชอบของตน มีความรู้ความเข้าใจและความตระหนักในสิทธิหน้าที่ในการให้เสรีภาพในการมีความคิดเห็นที่แตกต่าง 2) ด้านการเคารพกฎหมายและกติกาในการอยู่ร่วมกันในสังคม จะต้องมีความรู้ทางกฎหมาย และส่งเสริมให้ประชาชนมีความรู้ทางด้านกฎหมาย ให้เกิดความเสมอภาคกับประชาชนอย่างเท่าเทียมกัน 3) ด้านการรู้จักยอมรับในความเห็นทางการเมืองโดยสุจริต จะต้องเปิดโอกาสให้ประชาชนได้เข้ามามีส่วนร่วมแสดงความคิดเห็น กำหนดทิศทางและแนวทางในการพัฒนาโดยยึดหลักการมีส่วนร่วม 4) ด้านการมีจิตสาธารณะ ไม่เห็นประโยชน์ส่วนตนมากกว่าประโยชน์ส่วนรวม มีความเสียสละ กล้าคิด กล้าทำ กล้าตัดสินใจ มีวิสัยทัศน์ นำนวัตกรรมใหม่ๆ เข้ามาสู่การพัฒนา

             2. การประยุกต์หลักธรรมในการเสริมสร้างวัฒนธรรมทางการเมืองในระบอบประชาธิปไตยของนักการเมืองท้องถิ่น ประกอบด้วย 1) หลักกายกรรม แสดงกิริยาอาการสุภาพในการปฏิบัติงานต่อผู้ร่วมงาน 2) หลักวจีกรรม เลือกใช้คำพูดภาษาที่สุภาพเมื่อสนทนาพูดคุยกับสมาชิกในชุมชน 3) หลักมโนกรรม ทำแต่ในสิ่งที่ถูกต้อง ดำรงตนอยู่ในศีลธรรมสำรวมระวังในอกุศลกรรมความไม่ดีทางกาย 4) หลักสาธารณโภคี รู้จักแบ่งปันผลประโยชน์กันด้วยความยุติธรรม เอื้อเฟื้อซึ่งกันและกันอยู่เสมอ 5) หลักสีลสามัญญตา ปฏิบัติตามกฎระเบียบข้อบังคับหรือวินัยต่างๆ อย่างเดียวกันอย่างเคร่งครัด 6) หลักทิฏฐิสามัญญตา ใช้นโยบาย ข้อกฎหมาย ระเบียบเป็นฐานความคิดเห็นเป็นอย่างเดียวกัน รู้จักแสวงหาจุดร่วมและสงวนจุดต่างไม่ถือเอาความคิดของตนเป็นใหญ่

             3. รูปแบบการเสริมสร้างวัฒนธรรมทางการเมืองในระบอบประชาธิปไตยของนักการเมืองท้องถิ่น มีหลักดำเนินการคือ 1) ด้านการมีความเชื่อมั่นศรัทธาต่อหลักการปกครองระบอบประชาธิปไตย คำนึงถึงหลักสิทธิเสรีภาพขั้นพื้นฐาน 2) ด้านการยึดมั่นและเชื่อถือในหลักความสำคัญและศักดิ์ศรีของบุคคล เชื่อถือในความสำคัญศักดิ์ศรีของตนเอง และศักดิ์ศรีก็ย่อมถูกคุ้มครองโดยกฎหมาย 3) ด้านการเคารพกติกาของการปกครองแบบประชาธิปไตย เปิดโอกาสให้ประชาชนเข้ามามีส่วนร่วมในการตรวจสอบการดำเนินงานขององค์กรปกครองส่วนท้องถิ่น 4) ด้านการมีส่วนร่วมในกิจกรรมทางการเมืองและการปกครอง สร้างการมีส่วนร่วมในระบอบประชาธิปไตยโดยสนับสนุนให้ประชาชนได้เข้ามามีส่วนร่วมในการวางแผนพัฒนาท้องถิ่น 5) ด้านการมีสำนึกในหน้าที่พลเมืองของตนและมีความเชื่อมั่นในตนเอง ทำหน้าที่และรับผิดชอบในฐานะนักการเมือง ใช้ความรู้เพื่องานจะได้สำเร็จลุล่วง 6) ด้านการมองโลกในแง่ดีมีความไว้วางใจเพื่อนมนุษย์ สร้างความไว้วางใจให้เข้ามามีส่วนร่วมในการจัดกิจกรรมทางการเมือง  7) ด้านการรู้จักวิพากษ์วิจารณ์อย่างมีเหตุผลและเป็นไปในทางสร้างสรรค์ แสดงความคิดเห็นต่อการปฏิบัติงานตามข้อกฎหมายและคุณธรรม  8) ด้านการไม่มีจิตใจแบบเผด็จการ รักความเป็นธรรม สำนึกในพันธะหน้าที่ต่อสังคมโดยใช้อำนาจที่เป็นธรรม

บทคัดย่อภาษาอังกฤษ

              Objectives of this research were: 1. To study the level of response of the public to political dynamics in the democratic system of local politicians. 2. To study the application of Dhamma principles in Reinforcement political culture in the democratic system of local politicians. 3. To propose a model of political culture reinforcement in democratic system of local politicians, conducted by the mixed research methods: The quantitative research, data were collected from 375 persons with questionnaires and data were analyzed with frequency, percentage, mean and standard deviation. The qualitative research, data were collected from 17 key informants by in-depth-interviewing 17 key informants and from 13 participants in focus group discussion. Data were analyzed by descriptive interpretation.

             Findings were as follows:

             1. Political dynamics in the democratic system of local politicians consisted of: 1) Knowledge, understanding and awareness of rights and duties and responsibility. They must have knowledge, understanding and awareness of the right and duty and freedom of different opinion, 2) The aspect of respect the law and the rules of coexistence in society. They must have legal knowledge and encourage people to have legal knowledge to create equality with the people equally. 3) The aspect of recognition and acceptance of political views righteously. They must provide opportunities for people to participate in expressing opinions, to set direction and ways for development based on the principle of participation and 4) The aspect of public consciousness, they must not see their own interests more than common interests They had to sacrifice, dare to think, dare to do, dare to decide, have vision, bring new innovations Into development

             2. The application of the Buddhadhamma principles in Reinforcement political culture in the democratic system of local politicians, consisted of namely: 1) Kayakamma, physical development,  showing polite behavior in the work place with the co-workers. 2) Vacikamma, speech development,  choosing to use polite language when talking with members of the community. 3) Manokamma, mental action, concept of doing what is right, maintain themselves in morality and being careful in their actions and badness. 4) Satharanabhoki, to always share any lawful gains with virtuous  fellows, 5) Silasamanyata, equal precepts; following any same rules, regulations or discipline strictly and 6) Dhitthisamanyata, endowing with the same policy, law, regulation as a base of common right views, knowing  to seek common points and reserve the different poins, not to  too self-centered.

             3. Propose a model of political culture reinforcement in democratic system of local politicians: 1) The principles of having confidence in the principles of democracy, considering the principles of fundamental rights and freedoms.
2) Adherence to and trust in the principles of importance and human dignity that is the personal dignity and the dignity is protected by the law. 3) Respecting the rules of democratic form of government. Providing opportunities for people to participate in inspecting the operations of local administrative organizations. 4) Participation in political and administrative activities. Creating participation in democratic system by encouraging people to take part in local development planning. 5) Awareness of their citizenship and self-confidence, acting and being responsible as a politician, using knowledge for work to be accomplished. 6) Optimistic view with the trust of human beings, building trust in people to take part in political activities. 7) Knowing the criticism rationally and in a constructive way, commenting the job performance by law and virtues. 8) Free from dictatorial mind, loving fairness, realizing their duties to society, using fair and just power.
