          การวิจัยครั้งนี้มีวัตถุประสงค์ คือ 1. เพื่อศึกษาระดับการมีส่วนร่วมของวัดและชุมชนในการอนุรักษ์ประเพณีการแข่งขันเรือยาวจังหวัดพิจิตร 2. เพื่อพัฒนากระบวนการมีส่วนร่วมของวัดและชุมชนในการอนุรักษ์ประเพณีการแข่งขันเรือยาวจังหวัดพิจิตร 3. เพื่อนำเสนอรูปแบบการมีส่วนร่วมของวัดและชุมชนในการอนุรักษ์ประเพณีการแข่งขันเรือยาวจังหวัดพิจิตร การวิธีวิจัยเป็นแบบผสานวิธี การวิจัยเชิงปริมาณ ผู้วิจัยได้เก็บข้อมูลจากกลุ่มตัวอย่างจำนวน 395 ชุด วิเคราะห์ข้อมูลโดยใช้โปรแกรมสำหรับรูปเพื่อการวิจัย สถิติที่ใช้คือค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน ขณะที่การวิจัยเชิงคุณภาพโดยการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 18 รูปหรือคน โดยใช้แบบสัมภาษณ์ที่มีโครงสร้าง และนำผลที่ได้รับจากการวิจัยเข้าสู่การสนทนากลุ่มเฉพาะกับผู้เชี่ยวชาญจำนวน 10 รูปหรือคน เพื่อพัฒนารูปแบบการมีส่วนร่วมของวัดและชุมชนในการอนุรักษ์ประเพณีการแข่งขันเรือยาวจังหวัดพิจิตร

         ผลการวิจัยพบว่า

        1. ระดับการมีส่วนร่วมของวัดและชุมชนในการอนุรักษ์ประเพณีการแข่งขันเรือยาวจังหวัดพิจิตร โดยภาพรวมมีส่วนร่วมระดับปานกลาง เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านที่มีส่วนร่วมเกี่ยวกับการอนุรักษ์ประเพณีการแข่งขันเรือยาวของวัดและชุมชนในจังหวัดพิจิตรสูงที่สุดคือ ด้านการร่วมรับผลประโยชน์ รองลงมา คือ ด้านการร่วมคิดและตัดสินใจ และด้านที่มีค่าเฉลี่ยต่ำที่สุด คือ ด้านการร่วมดำเนินการ และการอนุรักษ์ประเพณีการแข่งขันเรือยาวของวัดและชุมชนในจังหวัดพิจิตร โดยภาพรวมมีส่วนร่วมระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านการอนุรักษ์ประเพณีการแข่งขันเรือยาวของวัดและชุมชนในจังหวัดพิจิตรสูงที่สุดคือ ด้านการรักษาให้คงอยู่ รองลงมา คือ ด้านการพัฒนาให้มีความสอดคล้องกับยุคสมัย และด้านที่มีค่าเฉลี่ยต่ำที่สุด คือ ด้านการปรับปรุงแก้ไข

        2. กระบวนการของวัดและชุมชนในการอนุรักษ์ประเพณีการแข่งขันเรือยาวจังหวัดพิจิตร พบว่า วัดและชุมชุนมีส่วนร่วมในการดำเนินการอนุรักษ์ประเพณีการแข่งขันเรือยาว 4 ด้าน ประกอบด้วย 2.1 ด้านการป้องกันไม่ให้สูญหาย 2.2 ด้านการปรับปรุงแก้ไข 2.3 ด้านการพัฒนาให้มีความสอดคล้องกับยุคสมัย 2.4 ด้านการรักษาให้คงอยู่ นอกจากนี้ พบว่า การอนุรักษ์ประเพณีการแข่งขันเรือยาวจังหวัดพิจิตรมีหน่วยงานภาครัฐที่มีอำนาจหน้าที่เข้ามามีบทบาทในการมีส่วนร่วมผ่านกลไกของรัฐ ได้แก่ หน่วยงานการปกครองท้องที่ องค์กรปกครองส่วนท้องถิ่น และสำนักงานจังหวัด

        3. รูปแบบการมีส่วนร่วมของวัดและชุมชนในการอนุรักษ์ประเพณีการแข่งขันเรือยาวจังหวัดพิจิตร ได้แก่ “PMS Model” 3 องค์ประกอบ ได้แก่ P (Participation) หมายถึง การมีส่วนร่วมในการอนุรักษ์ประเพณีการแข่งขันเรือยาวของวัดและชุมชนในจังหวัดพิจิตร มีองค์ประกอบ 4 ด้าน คือ 3.1.1 ร่วมป้องกันไม่ให้สูญหาย 3.1.2 ร่วมปรับปรุงแก้ไข 3.1.3 ร่วมพัฒนาให้มีความสอดคล้องกับยุคสมัย 3.1.4 ร่วมรักษาให้คงอยู่ M (Management) หมายถึง กระบวนการบริหารจัดการในการอนุรักษ์ประเพณีการแข่งขันเรือยาวของวัดและชุมชนในจังหวัดพิจิตรให้บรรลุวัตถุประสงค์อย่างมีประสิทธิภาพ ประกอบด้วย 3.2.1 นโยบายชัด 3.2.2 จัดทำแผนดี 3.2.3 มีวิธีดำเนินการ 3.2.4 ประสานตรวจสอบ 3.2.5 วางกรอบแก้ไข และ S (Stakeholders) หมายถึง ผู้มีส่วนเกี่ยวข้องในการมีส่วนร่วมของวัดและชุมชนในการอนุรักษ์ประเพณีการแข่งขันเรือยาวจังหวัดพิจิตร ประกอบด้วย 3.3.1 วัด หมายถึง เจ้าอาวาส รองเจ้าอาวาส และผู้ช่วยเจ้าอาวาสเป็นผู้แทนของวัดในการดำเนินกิจการทุกอย่างในนามของวัดซึ่งมีคุณลักษณะ 3 ประการ คือ 1) มีทักษะของผู้นำ 2) มีเครื่องครองใจ 3) มีความโปร่งใส 3.3.2 ชุมชน หมายถึง ประชาชนภายในชุมชน และคณะกรรมการจัดงานซึ่งเป็นผู้ที่มีความรู้ความสามารถในการจัดงานโดยเป็นประชาชนภายในชุมชนซึ่งมีลักษณะ 3 ประการ คือ 1) มีความพอใจในการปฏิบัติหน้าที่ 2) ร่วมตามความถนัด และโอกาส 3) ร่วมเป็นคณะกรรมการจัดงานที่ดี 3.3.3 หน่วยงานราชการ หมายถึง กลไกตามอำนาจหน้าที่ของหน่วยงานการปกครองท้องที่ องค์กรปกครองส่วนท้องถิ่น และสำนักงานจังหวัด

บทคัดย่อภาษาอังกฤษ

Objectivesof this research were: 1. To study the participatory level of the monasteries and communities’ management in the long boat racing conservation in Phichit Province, 2. To develop the participatory process of the monasteries and communities in the long boat racing conservation in Phichit Province and 3. To demonstrate the participatory model for the monasteries and communities in the long boat racing conservation in Phichit Province. Methodology was the mixed-methods: The quantitative research, data were collected from 395 samples and analyzed by frequency, percentage, mean and standard deviation. The qualitative research,data were collected from 18 key informants by structured in-depth-interview. The results obtained from the mixed methods were submitted into a focus group discussion with 10 participants who were experts in order to develop a participatory process of the monasteries and communities in the conservation of the  long boat racing traditions in Pichit Province.

Findings were as follows:

1. The level of participation of monasteries and communities in the conservation of the long boat racing traditions in Pichit Province, by overall was at

moderate level. When considering each aspect, it was found that the aspect with the highest level was the benefits sharing together, followed by brainstorming and making a decision. The lowest  aspect was the co-operation. Th conservation of long-boat racing traditions of monasteries and communities in Phichit Province, by overall was at high level. When considering each aspect, it was found that the highest level of the conservation of long boat racing traditions  was preservation aspect, followed by the aspect of development to upkeep with the era. The lowest aspect was the improvement.

2. The preserving process of monasteries and communities of the long boat racing tradition in Phichit Province was found with 4 aspects: 2.1; prevention for lost, 2.2; improvement, 2.3; development to upkeep with the era, 2.4; protection for sustainability. It was also found that government agencies have authorities to play the roles in conserving  the long boat racing tradition in Phichit Province through the government agencies such as area administrative organizations, local administrative organizationa and provincial administrative organization.

3. The participatory model  of the monasteries and communities in conserving the long boat raceing tradition is PMS Model, consisting of 3 elements as follows: P, for Participation, means the participation in the conservation of the long-boat racing traditions of monasteries and communities in Phichit Province with four components; they are 3.1.1, to join in the prevention from lost, 3.1.2, to join in improvement, 3.1.3, to join in development to upkeep with the era and 3.1.4, to join in conservation. M, for Management, means management process for preserving the long boat racing traditions of monasteries and communities in Phichit Province to achieve the objectives effectively, consisting of; 3.2.1, clear policy, 3.2.2, planning, 3.2.3, procedure, 3.2.4 collaboration and 3.2.5 finding solutions. S, for Stakeholders, means those involved in the participation of monasteries and communities in preserving the long boat racing traditions in Pichit Province, including; 3.3.1, a monasteries referring to the abbots, the vice abbots and the assistant abbots who are representatives of the monasteries in carrying out all activities on behalf of the monasteries. They should have three characteristics: 1) having leadership skills 2) possessing heart-bond 3) transparency. 3.3.2 Community means people within the community and the organizing committee who are knowledgeable and capable of organizing the event within the community. They should have three characteristics: 1) being satisfied to perform their duties 2) joining according to aptitude and opportunity 3) joining as a good organizing committee. 3.3.3) Government agency means the authoritative mechanism of the local government offices, local administrative organizations and the provincial administrative organization.
