บทคัดย่อภาษาไทย

วิทยานิพนธ์ฉบับนี้ มีวัตถุประสงค์ 3 ประการ คือ 1. เพื่อศึกษาแนวคิดการปฏิบัติงานของบุคลากรองค์การบริหารส่วนท้องถิ่นตำบลเขาตอก อำเภอเคียนซา จังหวัดสุราษฎร์ธานี 2. เพื่อศึกษาหลักสังคหวัตถุ 4 ที่ปรากฏในคัมภีร์พระพุทธศาสนา และ 3. เพื่อประยุกต์ใช้หลักสังคหวัตถุ 4 ในการเสริมสร้างการปฏิบัติงานของบุคลากรองค์การบริหารส่วนตำบลเขาตอก อำเภอเคียนซา จังหวัดสุราษฎร์ธานี เป็นการวิจัยเชิงคุณภาพ เน้นการศึกษาเอกสาร และการสัมภาษณ์เชิงลึก ผลการวิจัยพบว่า

1.   แนวคิดการปฏิบัติงานของบุคลากรองค์การบริหารส่วนท้องถิ่นตำบลเขาตอก อำเภอเคียนซา จังหวัดสุราษฎร์ธานี พบว่า การปฏิบัติงานของบุคลากร เป็นการตอบสนองความต้องการทั้งทางร่างกายและจิตใจ เพื่อให้เกิดความรู้สึกที่ดีและเต็มใจในการปฏิบัติงาน อันก่อให้เกิดประสิทธิภาพและประโยชน์สูงสุดต่อผู้มาใช้บริการตามระเบียบข้อบังคับและคู่มือการปฏิบัติงานอย่างเคร่งครัดโดยยึดหลักความโปร่งใสและประโยชน์ของประชาชน

2.   หลักสังคหวัตถุ 4 ที่ปรากฏในคัมภีร์พระพุทธศาสนา พบว่า หลักสังคหวัตถุ 4 เป็นหลักธรรมว่าด้วยการประสานคนหมู่มากให้อยู่ร่วมกันอย่างมีความสุข ประกอบด้วยองค์ธรรม 4 ประการ ได้แก่ 1. ทาน (การให้ การเสียสละ) 2. ปิยวาจา (การพูดจาน่ารัก) 3. อัตถจริยา (การบําเพ็ญตนเพื่อประโยชน์แก่ผู้อื่น) และ 4. สมานัตตตา (การปฏิบัติตนเสมอต้นเสมอปลาย)

3.  การประยุกต์ใช้หลักสังคหวัตถุ 4 ในการเสริมสร้างการปฏิบัติงานของบุคลากรองค์การบริหารส่วนตำบลเขาตอก อำเภอเคียนซา จังหวัดสุราษฎร์ธานี พบว่า หลักสังคหวัตถุ 4 เป็นหลักธรรมเครื่องยึดเหนี่ยวน้ำใจคนให้อยู่ร่วมกันอย่างมีความสุข โดยการประยุกต์ใช้หลักทาน เพื่อเสริมสร้างการปฏิบัติงานของบุคลากรด้านการให้ข้อมูลข่าวสารที่ถูกต้อง หลักปิยวาจา เพื่อเสริมสร้างการปฏิบัติงานด้านการสื่อสารข้อมูลด้วยถ้อยคำไพเราะจริงใจ หลักอัตถจริยา เพื่อเสริมสร้างการปฏิบัติงานของบุคลากรด้านจิตอาสาด้วยความมีน้ำใจ และหลักสมานัตตตา เพื่อเสริมสร้างการปฏิบัติงานของบุคลากรด้านการปฏิบัติตนเสมอต้นเสมอปลาย

บทคัดย่อภาษาอังกฤษ

This thesis has 3 main objectives: 1) to study the concept of performance of personnel of Khao Tok Sub-District Administrative Organization, Khien Sa District, Surat Thani Province, 2) to study the Sangkhahawatthu 4 principles that appear in the Buddhist scriptures and 3) to apply the Sangkhahawatthu 4 principle to enhance the performance of personnel of Khao Tok sub-district Administrative Organization, Khien Sa District, Surat Thani Province. It is qualitative research, focuses on document studies and in-depth interviews.

The research results were found that:

1.    The concept of performance of personnel of Khao Tok Sub-District Administrative Organization, Khien Sa District, Surat Thani Province. It found that Personnel performance is a response to both physical and mental needs to produce a good feeling and willingness in performance. This creates maximum efficiency and benefits for the persons who use the services according to the regulations and operating manuals strictly by adhering to transparency and the interests of the people.

2.    The Sangkhahawatthu 4 principles that appear in the Buddhist scriptures. It found that the Sangkhahawatthu 4 is the principle of harmonizing the large crowd to live happily. It consists of 4 virtues: 1. Dana (giving, generosity) 2. Piyavaca (Lovely speech) 3. Atthacariya (useful conduct for the benefit of others) and 4. Samanattata (even and equal treatment)

3.    An Application of the Sangkhahawatthu 4 principle to enhance the performance of personnel of Khao Tok Sub-District Administrative Organization, Khien Sa District, Surat Thani Province. It found that the Sangkhahawatthu 4 is a principle that binds the spirit of people to live together happily by applying Dana principle to strengthen the performance of the personnel in providing correct information, Piyavaca principle to strengthen the practice of communicating information with lovely and sincere words, Atthacariya to strengthen the performance in volunteer with kindness and Samanattata principle to strengthen the performance of personnel in self conduct.
